On her first day in office, Governor Spanberger took an important first step to protect families by repealing Executive Order 47, which mandated state cooperation with ICE and actively encouraged local law enforcement to enter into 287(g) agreements with ICE. That repeal helped halt a dangerous policy, but its harmful impact is still unfolding, and more action is urgently needed to protect Virginia families. 

287(g) agreements allow local police to act as immigration agents, fueling racial profiling, separating families, and making our communities less safe. In 2024, there were zero 287(g) agreements in Virginia. After EO 47 signaled state support for ICE collaboration, that number exploded. As of 2026, more than 30 agreements are now in place, leading directly to a sharp increase in ICE arrests that are tearing families and communities apart. 

In the last year, we have seen ICE tactics result in bodily injury and even loss of life. Now in the wake of piling tragedies, it is indisputably clear that ICE puts us all in danger – regardless of immigration status.

Virginia has the power to stop this. As Virginia’s chief executive, Governor Spanberger’s leadership sets the direction for the Commonwealth. A clear public stance in support of 287(g) prohibition would help ensure that lawmakers across the General Assembly move forward with confidence to protect families and communities statewide.
