Mamadou brings more than 20 years of experience in human services, nonprofit management, and the U.S. Refugee Admissions Program. Throughout his career, he has led complex, mission-driven organizations focused on serving refugees, immigrants, and other vulnerable populations.  Most recently,   

Mamadou served as Chief Operating Officer at Lutheran Social Services of the National Capital Area, where he provided operational leadership for programs across Maryland, Virginia, and the District of Columbia. During his time there, he helped advance services supporting the successful resettlement and integration of more than 15,000 refugees.   

Mamadou holds a Ph.D. in Egyptology from Cheikh Anta Diop University in Dakar, Senegal, and is also a published author. His commitment to public service is reflected in his civic leadership, including roles with the Maryland Governor’s Commission on African Affairs, the Baltimore Mayor’s New Americans Task Force, and Virginia’s Cultural and Linguistic Competency Advisory Committee.   

Outside of work, Mamadou enjoys spending time with his family, mentoring emerging leaders, and supporting initiatives that empower communities and open doors for those pursuing a brighter future.  Mamadou brings a deep commitment to advancing opportunity and belonging for immigrant communities.
